There are various types of Tools available from web publishing tools to programs that do it all for you, 

Web editors 

• Microsoft FrontPage
• Netscape composer
• Hotdog & Hotdog Professional
• Adobe Page Mill
• Microsoft Word
• Macromedia Dreamweaver
• Webtricity
• Corel Webmaster suite

These are just a few such editors, some are easy to use and need little or no html experience and some require more knowledge, in my opinion Netscape composer is a good starting point as it is free with Netscape communicator Browser, however for a more professional package Microsoft FrontPage is great and easy to use, with heaps of features (but the isp you plan to load your homepage's onto MUST support FrontPage for it to work

Don't give in yet - they aren't as scary as they all sound
